Distinguished Alumni Achievement Awards 2019

Ambassador Del Cid earned his Bachelor of Arts in Political Science in 1995 from Texas State University. He also earned a Masters in International Policy and Diplomacy from Staffordshire University in the United Kingdom. He currently serves as an ambassador to Mexico for Belize. His experience includes advisor for the Embassy of Belize in Guatemala and deputy national security coordinator for the National Security Council Secretariat. Ambassador Del Cid is currently a member of the Alumni Association and received the Distinguished Alumni Award in 2015. That same year, the LBJ Museum of San Marcos and the Political Science Department at Texas State University hosted him for a talk on the Caribbean in the 21st century.

Ms. Latrice Hertzler earned her Bachelor of Arts in International Studies in 1986 and a Master of Arts in Public Administration in 1990 both from Texas State University. Ms. Hertzler is currently the president and owner of Future-Link Technologies, Inc., which is a certified Historically Underutilized Business (HUB) that provides environmental consulting, reviews, and technology services for small business and local governments. Her expertise includes project management and technical solutions for water and water quality, solid waste, remediation, and cleanup. Her prior positions include project director and manager at the Texas Commission on Environmental Quality.

Mr. Fred Guerra earned his Bachelor of Science in Education with a major in History and a minor in Political Science in 1973 and a Masters in Education in Counseling and Guidance in 1985 both from Texas State University. Mr. Guerra is a retired policy analyst of government relations for the Children's Health System of Texas (CHST). He has an extensive background in public relations and policies and his experience includes manager of statewide communications for the Texas Council on Family Violence, press secretary for the Texas House of Representatives, as well as public affairs and government affairs positions with Cox Communications in Arizona and with Southwestern Bell and SBC Communications and Telecom in Dallas and Austin. He also is a former municipal affairs executive with Browning-Ferris Industries in San Antonio. Before this, he served as the assistant dean of students at Texas State from 1981 to 1995 and as the director of the university's Educational Opportunity Center. 

Mr. Guerra has served in many leadership and board roles with organizations such as the Texas Municipal League, San Marcos City Council, Texas Association of Mayors, Advisory Council of the National League of Cities, National Association of Local Hispanic Elected Officials, and many other boards in Dallas, Hays County, and San Antonio.
